City Hall is not a voting location this year. You may vote at any Dallas County polling center. There are two polling centers is Seagoville. 

Central Elementary School located at 902 Shady Lane, Seagoville 

First Baptist Church of Seagoville located at 108 E. Farmers Rd, Seagoville
